India-US Sign Landmark Critical Minerals Pact: Jaishankar and Marco Rubio Seal Rare Earths Deal at Quad Summit

NEW DELHI — In a major strategic move aimed at restructuring global high-tech supply chains, India and the United States signed a landmark bilateral agreement to secure critical minerals and rare earth elements.

The India-U.S. Critical Minerals Framework was finalized by India’s External Affairs Minister Dr. S. Jaishankar and U.S. Secretary of State Marco Rubio on the sidelines of the Quad Foreign Ministers’ Meeting at Hyderabad House.

The agreement comes at a critical geopolitical juncture as both Washington and New Delhi intensify efforts to reduce their industrial dependence on China, which currently dominates global rare earth mining and refining markets.

Deepening the Washington-New Delhi Strategic Alliance

Speaking after the signing ceremony, EAM Dr. S. Jaishankar emphasized the urgency of the pact in an increasingly volatile global landscape.

“We are today signing a bilateral India-US framework on securing supplies of mining and processing of critical minerals and rare earths,” Jaishankar stated. “Whether we are doing it bilaterally, or in the Quad format… it is something very timely and critical.”

U.S. Secretary of State Marco Rubio echoed these sentiments, highlighting India’s pivotal role in American geopolitical interests. “I have spoken often… about the strategic alliance between the United States and India and how important that is for our national interest. Today is a tangible example of it,” Rubio noted.

Why Critical Minerals and Rare Earths Matter

Critical minerals—including lithium, cobalt, graphite, titanium, and various rare earth elements—form the bedrock of next-generation technologies. They are indispensable for manufacturing:

  • Semiconductors & AI Hardware: Vital components for data center backup systems and advanced computing cooling units.
  • Clean Energy Technology: Essential for electric vehicle (EV) batteries, wind turbines, and solar panels.
  • Defense Systems: Crucial for aerospace engineering and precision-guided military equipment.

The new bilateral framework is designed to spark joint investments, collaborate on financing, and advance technology sharing across the entire supply chain—encompassing raw extraction, processing, and high-efficiency recycling.

A Multilateral Push: Quad Launches Parallel Initiatives

The bilateral pact was further amplified by broader multilateral agreements during the comprehensive Quad summit, attended by Australian Foreign Minister Penny Wong and Japanese Foreign Minister Toshimitsu Motegi.

Alongside the India-U.S. bilateral deal, Secretary Rubio announced the launch of a broader Quad Critical Minerals Framework to coordinate economic policies across all four partner nations. Additionally, the ministers rolled out new security measures, including the Indo-Pacific Maritime Surveillance Co-operation Initiative and targeted port infrastructure funding starting in Fiji, further solidifying the Quad’s transition from a diplomatic forum into an actionable security bloc.
